Phased Retirement for Tenured Faculty
Phased Retirement for Tenured Faculty Process and Procedures:

Eligible tenured faculty desiring to pursue Phased Retirement must develop a personal Phased Retirement Plan through discussions and negotiations with the Department Chair at least one semester prior to the desired start date (except for TRS participants, who may not enter into post-retirement employment negotiations until 30 days after the date of retirement, in accordance with TRS rules). The Phased Retirement Plan will include the percent of· time of appointment for each semester, workload, academic duties to be performed, and the amount of compensation for each respective academic year.

Once the faculty member and the Department Chair agree on the Phased Retirement Plan, the plan and any questions will be forwarded to Florina Barnett fjbarnett@utep.edu, Human Resources Director, for review. Ms. Barnett is the sole individual in Human Resources who reviews or accepts University phased retirement agreements.

If the faculty member meets all of the requirements for retirement, Ms. Barnett will provide the agreement to the Provost and College Dean, who will determine if the Phased Retirement Agreement is in the best interest of the University. Once Ms. Barnett receives comments from the Provost and College Dean, she shall return the agreement to the faculty member for proposed edits and/or signature. Once the faculty member has signed the agreement, Ms. Barnett will submit the agreement to the Provost with a request for review and approval.

If the Phased Retirement Agreement is approved by the Provost, it will be signed and sent to the Vice President for Business Affairs (Mr. Mark McGurk) for signature. Once signed by the Vice President for Business Affairs, the document is returned to Ms. Barnett as an executed Phased Retirement Agreement and is then copied to the Provost, College Dean, Budget Office and the faculty member as a confirmation of the accepted agreement.

Upon final approval, Ms. Barnett will provide a copy of the Phased Retirement Agreement to a Human Resources Benefit Representative to place in the employee file, and will begin working with the faculty member on the process of retirement through Human Resources. By entering into the Phased Retirement Agreement, the employee is agreeing to resign as a tenured faculty member. In consideration for such resignation, the faculty member is given a non-tenured appointment through the end of the Phased Retirement period. The non-tenured faculty member shall remain subject to the University Handbook of Operating Procedures and Rules and Regulations of the UT System Board of Regents.
